Can high quality printing graphics get printed on recycled paper?

As far as your requirements, do you need 100% recycled paper or paper only containing a certain percentage of recycled content?
There are a large number of quality papers that have a percentage of recycled content, and these can produce the same high-quality results as virgin paper.
Most 100% recycled that I have seen does tend to be uncoated with a lower brightness, and the ink can bloom out a little, leaving your output less sharp. It can be good if you are going for a more organic look to your piece, but if you want it to be as sharp as possible, you'll want to be sure it has a surface-coating (matte, gloss, dull, silk) of some sort.
In my experience, I tend to select paper at around 25-30% recycled content, and then select the surfacing treatment dependent on the desired results. I've had no problems.
Most large press printers with work with you to get a selection of paper samples that fit your needs, and send them to you for free to compare and test.
As far selecting a printer, check the local yellow pages or online to find 'Offset' press printers in your area. Contact them and ask to be sent samples of their work, and specifically projects on recycled paper.
